£35m masterplan will be revealed in 'weeks'

TALKS are continuing on plans for the £35m St Annes Seafront Masterplan.
Fylde Borough Council said something would be published this month after refusing a request under the Freedom of Information Act.
Former council tourism boss, Fred Moor, had asked the authority to provide him with a copy of the information it had on the Seafront Masterplan referred to in the last planning policy scrutiny committee.
But the council refused the request as it fell within an exemption to disclose the information.
Replying to Mr Moor, chief executive Ian Curtis, wrote: "The information that you have asked for is held with a view to it being published within the next two weeks. The council considers it reasonable in all the circumstances to withhold publication until then.
"While there may be a public interest in disclosing the information you have asked for, that public interest is considered to be outweighed by the public interest in maintaining the exemption."
Mr Moor said he had requested the information because of three concerns – the impact on the promenade; the promenade gardens; and the closure of the swimming pool.
Regarding the refusal to release the information, Mr Moor said: "I accept that the law allows them to do that."
Council leader John Coombes described the plans as a "once in a lifetime opportunity" but said they were in draft stage after consultations with the landowner.
He said: "If the proposals come forward that there's a viable option for leisure facilities down there, we will look at this.
"We are not shutting the pool to get a load of money to do this."
Draft proposals include a new hotel, restaurant, casino, bowling alley and golf museum .
Consultants RPS have come up with four different development schemes.
