Police are hunting for two men who fled the scene of a crash into St Annes Town Hall wall.
One man was arrested but two others fled the scene of Saturday's incident on South Promenade.
A 17-year-old man was arrested on suspicion of possession of Class B drugs. He was later released from custody after being questioned.
