Developer makes no change to plan

Developer Telereal Trillium is appealing Fylde Council’s decision to turn down its plans for the former Premium Bonds site in St Annes, but hopes to avoid a lengthy Government inquiry by asking the council’s planning committee to reconsider its plans.

This week the application for the Heyhouses Lane site in St Annes was officially resubmitted to the council, with no changes being made from the one councillors refused in March, with the overwhelming backing of the local business group.

A spokesman for the developer said: “Telereal Trillium has resubmitted a planning application for the redevelopment of the former Government offices at Heyhouses Lane in order to give the Council opportunity to reconsider the proposals for the site in light of the recently issued National Planning Policy Framework and the commencement of other schemes in St Annes.

“This application is in addition to the appeal which was submitted previously.”

Telereal’s plans include a large food store, commercial space for shops, businesses, cafes, restaurants or community use, 250 homes, and either a residential care home or 85-flat retirement village.

But ward councillor Viv Willder said councillors’ strong objections against the firm’s plans to build a food store have not altered – and Heyhouses councillors and nearby residents still want to see professional services rather than shops on the site.

She said: “There is no change to the application whatsoever. What we want, and we have talked to all the shopkeepers around here, is professional services on there – we don’t want a big store or anything like that.

“If you brought a big store into here it would knock St Annes, Ansdell and Lytham off the map.

“We’re quite happy with the apartments and living accommodation, but we don’t want a retirement village or residential care institution.”

St Annes Chamber of Trade object to the application on the basis it will drag trade away from the town centre.
